Therefore, these bodies are increa- singly considered essential for the police to function in a democracy. At the same time, their viability requires institutionalization as autonomous entities, with the necessary resources and a supporting legal framework, powers to access police information, and the capacity to analyze patterns, and that they comply with transparency and accountability processes.
